The enrollment in CS programs rose dramatically in the late 90's, maybe in response to all of the labor shortage claims.
But, have you checked to see what percentage of those CS students (undergrad, grad, postgrad) are foreign students? Remember, they will become part of the workforce that are on H1-B.
