It's not available in the central US unless you set up your own DGPS station. It's typically provided by an add-on module to you CA code GPS receiver and operates by time-correcting the incoming satellite signals.
What did you expect? You saw quite a bit of hunger for the almighty $ here on/. Who got the "letter", who got through to e-trade, who was judged "competent" to invest, who felt screwed by not being able to renew their "indication of interest" even after the price was changed. You also have to remember that these classifications include the hardware platform that they're tested on. The minute that the hardware platform is changed in any way, the system is no longer certified. You therefore have to sell a specific hardware platform with a specific software installation installed via a documented method for it to be "blessed".

that I work in CA only on contract basis. They'll never get good numbers.
