Actually, this is not just a problem in the software industry. It's a problem, in general, across all industries in the USA, at least. QA is an expense, cuts into profits, and slows down production. Most of the QA Departments I've seen are run by people working outside of their specialty. At my site, a mechanical technician is running the entire QA site and determining the QA requirements for electronic testings. He's a good guy and tries hard, but is way outside of his field.
Ultimately, the government will want out and give the service to the highest bidder wo will then burden the people with higher rates, slower service, poor customer service, et al. It will be a repeat of what happened in California when they de-regulated the power producing industry.

never had any problems compiling xith SuSE 6.4. It was very stable. I was using an AMD K6-3. Two other computers I have ran K6-2 with SuSE 6.4 and had no trouble either.

This thing began a long time ago. They can't begin to switch to COFDM because they are in the midst of deploying 8VSB equipment. It takes years for acceeptance, but the plan is for NTSC to be extinguished by 2005.
It's not just that. The small tv stations probably will not be able to afford to re-do their stations with all the new expensive equipment. They will either get help from the big boys or fold. If they get help, the big guys (networks) most likely get control. All the small towns and rural areas will be either controlled by networks or be shutdown when the days of NTSC die, except of course for 'pirate tv'.
The worst thing about all of this, is that people have stopped thinking that they are responsible for their own actions and, consequently, blame others for their stupid mistakes. And here, and many other examples, the court concurs. It's no wonder so many need the government to look out for them.
