Taxes in this country are so skewed, wrong, dumb, absolutely idiotic that our federal revenue will never be enough to support all the programs we run. The one party that wants to cut spending doesn't want to cut spending from the largest sector (defense), and the one party that wants to make taxes for the rich and for corporations a sane amount is too full of do-nothing, try-hard pussies to get anything done to this effect.
The political system in this country has been like this for the last quarter century. I'm surprised it's taken this long for it to come back and bite us in the ass. The only way I see out of this is another Great Depression, which is why I'd urge everyone to vote Republican--their primary goal is to trash this country faster than humanly possible.
Cost effective for those running the industry, not the American tax-payer. The American tax-payer is still buying their Latin American weed as an out-of-pocket expense that can't really be written off anywhere in our anti-progressive income taxes.
This isn't about Drugs anymore. This is just a matter of the Mexican government's complete inability to handle this problem and the U.S. government's unwillingness to help deal with it.
The industry has grown so huge that it's more cost-effective to fight off the Mexican government than reach any potential solution with commercialization/taxation (even though that would never happen anyway).

IP stands for internet protocol. Unless your lightbulbs are serving or downloading internet content, I don't see any point to addressing them with their own IP addresses.
It's very possible to define heuristics that create a rewards system for which the only way to game it would be to actually be nice to people. It's also equitable to do so. Don't be so skeptical.
