So it's a very very very very very very bad idea to send fissile material to orbit and then to escape velocities. (the small quantities of the mars rovers and similar RTG powered probes are only comparable to a very weak Hiroshima in mass)
The big problem in that : the North African region is not politically stable enough. Why ? Because the French and British govs started a war in Lybia, which created ISIS and maintanis chaos in the region. You can't build critical infrastructure in that kind of environment.
