The intent is that only good guys will take the low-security path, and the bad guys will be forced to take the high-security path, but it rarely works out that way. Grouping various pervasive developmental disorders (PDDs) together doesn't mean they're being lumped together or that the definitions are getting weaker, any more than grouping biological organisms into kingdoms, phyla, classes, etc. means that we treat them all the same.
There are reasons for linking low- and high-functioning autism with Asperger's and other PDDs. At some levels, they need similar support structures both in day-to-day life and in clinical settings. It also gives you a basis for comparison as you drill down into the hierarchy for study.
(I'm not a biologist or physician, but I am a parent of multiple diagnosed Aspies and am likely an undiagnosed one myself.)
