We're sending these signals useing radio transmitting and more likely than not they will ahve to be encoded as Loud/NotSoLoud/Nothing. Or On/Off and blank. Binary. So we send a message like this:

No while this may not mean much to you. To a scientist on the other end this would quickly start to look like a list of prime numbers in base 2. And while they may use base 50 for their normal work they will certinaly understand other bases. Once we're defined our base it's easy to start sending more complex information.
What these sites that do research like this is a proof of concept. Construct a message and see how well the peopel of the web can desipher it's meaning.
In our office we schedule apointments in outlook, inviteing everyone attending. Now when I have a personal apointment I schedule it and invite my home account so it's on both computers. I would love to schedule my followup vist, come home and find a apointment in my inbox, this way I wouldn't forget about it comming up soon.
What it appears he is looking for is a system like PayPal to take hold so I could check his comic every day and he could charge me 1c a viewing. But it would have to be really simple and common before it would start to work. Personaly I wouldn't mind a system like this, perhaps paying.5c each day I visit slashdot wouldn't be a bad idea.
You hit the nail on the head. With the governments of the world providing less and less money to SETI, we the educated community need to step in and help out. I personally believe one of the things that define an advanced society is that they spend time attempting to explore and contact others. Until I can spend my spare time doing something for the space station I will be running SETI@Home on about any computer I can get my hands on.
In our upper lever Operating Systems class the semester long project was to write a low level operating system in C. It was the most grueling class I have ever taken, and also one of the most educational. We designed a system that run a loop of interrupts, giving focus between running applications, user input and an idle process. It was quite a chore and I believe they have suspended the class because to many people were failing all their other courses when they took this one. All that means though it I am now allowed to go back to the new kids and say "well back in my day...."
I have never seen a backlash against technology in any country; I would find it strange for china to be any different. A friend of mine recently visited China, where she grew up, and says that it hasn't changed much in the last few years. I guess because China is just some damn big that it would take A LOT to make any significant change.
In my experience looking for IT people to fill positions at my company I feel we are in a serious shortage of people who are talented and dedicated. I have now seen the same tech position filled three times in six months and each time we get someone who's résumé looks great but apparently doesn't know the first thing about what they are doing. I keep finding people with Microsoft networking certs out the whazoo but with no natural talent for problem solving. The person usually lasts about a month and a half and then gets a job offer at another company for more money and I'm not sad to see them go.
On the other hand, personally I got out of college with a computer science degree but no work experience because I had been doing internships and classes all college. I was looking for a job for three months, I mean looking, résumé's every day, phone calls, interviews. Finally a temp company place me in a data entry position and one of my co-workers spotted some of my code, not I make 55K a year an a half out of college. What got me the data entry job by the way was that the temp company had tests to see how good someone was at a language or program before they went out on a job. I wish they would do that for PC Techs because apparently these Microsoft networking certs are "pay your money, get your degree."
One final note, the national turn around for a Computer job is about 18 months. However this is not, in my opinion, due to poor management. The first main cause is that jobs dry up after a year or so, for example, a bank needs a new program, so they hire programmers to write it. A year and a half later, the program is done and it's time for the programmers to move on. The second reason is that management is so busy throwing their money and time at new employees to fill those empty offices that they forgo raises and perks for their current employees. As a result theses employees are reduced to accepting offers form other companies in order to get their much-deserved raise. I make it a point to let me boss know every time I get a job offer and how much they are offering. It's my way of saying "hey I like it here but you better stay competitive or else I'll have no option but to watch out for myself."
Just some thoughts on the matter.
The topic of MIS watching the actions of the company's employee's is one that comes up often. We usually come back to one main point A bad employee is a bad employee and by the same token a good one is a good one. Therefore we sniff packets, track URLs, watch phone usage, scan time clock entrees and many other things. However the results of these are taken with a grain of salt. We, as IT people, know how much web surfing is cool, but we also know that 2 of your 8 hour day is a little excessive unless you have a internet intensive job. All of this data is only useful for two reasons, one to spot employee's work habits that should be checked by supervisors, and to provide the hard data that a supervisor needs to show what they already know.
I think you should be less concerned with the actual process and just be careful that the results are appropriately interpreted.
Although i feel the gag order was a little much I think that there was ledgitimate reason for the justice system to attempt to find the originator of a threatening letter. As with a phone call which can be traced when a leagal need is properly established, I also think that this kind of information should be passed on once a proper legal need has been established. However I do not beleive there exists a system for establishing this need like there is for the telephone system. On a side note I wonder why a person so intent on keeping his senders anon doesn't just purge the logs weekly, then he would need only to say to the police "I deleted that info, sorry."
Definitely get the Original and TOSC, both are great games. If you get these two, then you can bring the characters you create into the new game. Also if you're looking for another cool game, check out Deus Ex. Great Game!

I know I for one have been waiting for this release for a long time. This is one of the most prommising games of the year.
