I was thinking more the Sinclair ZX81. There were people that would expand those things endlessly: RAM expansion, video expansion, modem, new keyboard, printer port, etc, into this horizontal totem-pole that would reset every time you bumped it wrong (usually by typing).

Rather than (a) vandalizing the page, or (b) spending all her time making changes, she created the Talk page, posted what she thought should be included, and left it to the people already watching and editing the page to make the changes--which they seem to be doing according to the page history. Old old news. Not only does that naming convention for organization hierarchy groups predate the Start button, it almost certainly predates Windows too.
It's done when the organization (companies, universities, etc) needs to be authoritative (or even authoritarian) about the various sub-groups under their hierarchy, and doesn't want to have to go through the Big-8 process for creating a new group every time they suddenly need a mozilla.plug-ins.bustamove or something.

Wiki isn't stupid and they do match against open abused proxies in the create user sign up. Probably elsewhere too. ...or so I've been told.

I thought that the .NET stuff was just a wrapper on top of SAPI 5? Free, but MS hasn't really done anything with it since 1998.
