The primary consideration here is the parent agency: while all other goods & services fall under the auspices of the Department of Commerce, BATF is part of the Department of the Treasury! Historically, these three items have been so important to the U.S. Treasury that they've been separated out from normal judicial oversight (FDA regulations & the like) for special protection.
This is cockamamie nonsense. The *LD50*, which is a measure of toxicity, is determined by the method you describe. Dosages are determined through clinical tests. There are certainly drugs with no dterminable toxicity levels that are still regulated as such.
Alcoholic beverages are regulated in the U.S. not by the Food and Drug Administration, but rather by the Bureau of Alcohol, Tobacco and Firearms. BATF does not *allow* nutrition information to appear on the labels of alcoholic beverages because (they claim) the appearance of such might convey the (false, in BATF's thinking) notion that these products are a source of nutrition.
Fixing a futures market in a commodity (betting on a loss, then seeing to it that it happens) is a bad thing; fixing a futures market in a terrorist action (betting on a bombing, then seeing to it that it happens!) is *much* worse...

I may not have a *right* to a job, but i certainly have an *obligation* to work - check the latest regulations regarding eligibility for social services...

The disappearance of Pleistocene megafauna coincided with the extinction of numerous other species, many of which likely would have been considered as sources of neither food nor other resources, thus casting doubt on the theory that humans hunted mammoths into extinction.

"There are exceptions" is the key here. The OPRHP's archaeoogical site files, which contain detailed site location, are not available to the general public for fear providing ammunition to looters. I assume the shipwrecks will be classified as archaeolgical resources and be similarly treated.

Sleep deprivation over long periods would probably inhibit (to some degree) the ability to learn new informnation or skills:/
Perhaps you need to re-read the article. "Many of the people whose photos have been taken were stopped briefly for loitering and let go" (emphasis added). Not all. And the concerns this action raises [for example, posting a list of "suspects" (another quote from the article) rather than convicts] are valid regardless.

This is first new method of generating electricity in over 150 years?? I suppose ancient Romans developed solar cells and nuclear reactors...
