The only problem with that solution is that if she was in trouble, she may not be able to control her mouth movements as she will be struggling to breathe. Additionally, to idea to use a whistle is also a problem because she may not be able to blow loud enough. It's really a question of how to take her small movements into bigger ones (i.e. small hand movement into slapping someone).
It's also important to know how she sleeps. If it's on her back and she's stationary all night, then this makes the problem a lot easier: you just put one of the numerous devices described here next to her. But if she moves from side to side, then the problem becomes much more difficult.
The experience I've had from teaching seniors is that more than anything they want to learn how to e-mail (kids, grandkids, etc). But you obviously can't just jump into it. Teach them how to do the basics first, type, turn the computer on, and the big one is to properly use a mouse. Then go to the internet and show them how to use email and lastly the web. And try to remember that they are not stupid, it just takes them a lot of time.

Good luck with whatever you decide.
