Have you considered growth in number of students. The absolute spending is not an issue, it is spending per student that needs to be considered here. Go find those numbers..

I agree with the parent.It is annoying that the authors did not specifically indicate the changes from previous treaties. The document is huge. It is not reasonable to expect that a regular joe can read the whole thing, find the changes, and analyze the consequences.
I am sure that authors of this treaty fully realize that large number of people are going to be effected by these agreements, yet they fail to include a simple summary of changes, so that us non layer types can understand what is going on.
This project sounds awesome, but my concern is how do I know that they are not wasting my CPU cycles for nothing?
Having a lot of computer power is not going to help them solve anything,if theory underlying their simulation or algorithm being used for folding is incorrect.
Where can we find description of algorithm?
Has method been benchmarked against known set of protein folds?
