Why have a channel bank at all? You should get one of the T-1 line cards for Asterisk and directly connect to the T-1s. You will have much better performance and control (Especially if you have the T-1s provisioned as ISDN PRIs). I would bet your problem goes away if you ditch the channel bank.
Now if you had given them the punched paper tape and gotten the job I would be REALY impressed... To bad you didn't have the ASR-38 same machine with upper and lower case... (First machine I got online with... you don't know slow aonnections until you've used a 110 Baud tty to access Ward and Randy's CBBS)
If this was a private institution there would be much less of a problem. But as a publicly funded entity they have additional rules and limitations on what they can and can't do, and I think they may have overstepped those bounds. Univ. funding on both State and Federal levels can be lost if they don't comply with all the 'rules'. So in addition to a lawyer, contacting your representatives and presenting your case could be very helpfull.
