It sounds like you should try Sawmill. It has GNOME support, and it would be dead easy for you to bind 'lower-window' to whatever key or mouse action you want.
As for your second request (dragging window tabs), I just posted some code to the sawmill mailing list this morning that does just that. You can get the code and a theme that uses it at:
Since "building a better a mouse trap" has become a cliche, now we're building better mice.
I bet all of those mouse trap builders have been slacking off these past few years, sitting around in their R&D labs reading email, eating cheese samples, etc.

I'm not sure, but I suspect that you can see your own comments no matter what score they're at. Since you started the thread and then replied to it, you see it twice when it's reparented.
It's still a bug, I guess, but a relatively minor one...
