The way that the votes are cast are based on State rules, not federal rules.
Every State could have the system that Nebraska and Maine have (2 votes cast State-wide most popular candidate, others cast for most popular by Congressional District, *possibility* of each district vote being different). Please check the Electoral College homepage for more info. If you can't find it through Google then check your local library for more info.

However, the Electoral College has the *possibility* of being the only way to elect a 3rd party candidate (27 States would have to remove the requirements that they have requiring electors to cast votes for the candidate they are pledged to), since enough States *could* enact "sloppy" systems that allow electors to vote unincumbered for whomever they choose without regard to the popular vote. This, however, would be extremly unlikely.
