This just goes to prove that the wrong people have way too much time on their hands...plus, this isnt THAT impressive, i'd say this could be done in an afternoon with $100-$200 of legos and a QuickCam (or other image capture device)

As someone who has worked on designing P2P networks, there are many ways to prevent (or at least hinder) scripts, floods or DOS attacks to P2P nodes, quite a few of them revolve around the fact that the network does indeed know your IP address, and can (theoreticly) limit the number of connections per second (or whatever) that you can make, stopping most of the common types of DOS
and as for having a more client/server relationship...that's the cool part, this doesnt, therefore all but one of the nodes can go down, and everything works just fine, making it so you dont need a big central node.
I've read about stuff like this before...I'm for anything that rids us of magnetic media, but in the near future anyway, something like this is never gona happen(for the consumer, anyway) because of size and cost constraints

Because smart people like us dont make such laws, goverment officials who know little to nothing about computers and the internet. such a thing however, does look good on paper to those of us who are uninformed

Big brother is watching, and there is nothing we can do about it. The goverment is going to spy on us no matter what we do, and the internet is just an easy way to do it. But look at the bright side...they are at least TELLING us about it, they could be hiding it.
Outlawing the tools used in exploiting (or hacking) systems isn't going to stop it from being done, because most (if not all) of the hacks they are trying to prevent are already illegal.
Therefore by outlawing or, in the least restricting access to the tools used for such hacks is pointless, because if are going to hack, you are already an outlaw, so why is using an illegal tool going to stop you? Such as thing also prevents the problem from being solved as quickly/easily/cheaply
