The key here is "on record". How log have we actually been keeping good records of temperatures world wide? Not even 100 years. Oh some places we have good records for hundreds of years, but other places we don't have good records going back just 50 years. How can you figure the climate is changing with only 100 years of "recorded" history? We cannot even figure out how fast the climate changes from that record with any assurance, unless the natural cycles are under 50 years (1/2 the time domain) and then it's really an educated guess based on the assumption that the natural cycles don't have components which are more than 1/2 the observed time domain.
Then there is all the "normalization" of the data you must do to factor out observation errors, urban sprawl, equipment changes and station location changes. This involves a pile of statistics, number crunching involving taking averages, looking at standard deviations and a pile of assumptions that are used to "clean up" the data to remove all the various errors that might or might not be there. Finally, once you have combed though the data set and corrected any anomalies you think exist in it, you can do your climate "study", write your report and earn your grant money.
In foreign policy and in life, sometimes the "right" thing to do isn't 100% clear and sometimes even doing what seems to be the right thing brings you a bad outcome. You must make your best choice based on the right motives and move on. Hindsight is 20/20 and there is benefit of reviewing one's mistakes, however, if one is honest with themselves up front there will be no need of questioning your motives.
SO, what am I saying here? Simple... Yes, some of what the USA has done has not worked out well, we've made mistakes. However, in nearly ALL of these cases the *motives* behind our involvement are NOT nefarious but noble and we regret the results as much as you don't like them. But don't confuse a bad result with having bad motives. Having worked for the department of defense both directly and as a contractor, I am well aware of how money gets seemingly wasted. Most large government activities are inefficient. Some of this is though fraud and abuse and THAT you can find and fix, but some of the waste is very intractable. I was a government contracting official, charged with contracting with suppliers to buy things, at one point. I can tell you that this cost issue seems to be overblown to me, given the rules and requirements of the department of defense. Things like the $600 toilet seat and $250 hammer are actually NOT what they seem when you looked at the circumstances behind them and the rules everybody had to follow....
The Federal Regulations I had to follow where literally full shelf of binders in my bookcase. The first page contained a purpose clause that went something like this "The purpose of these rules is to avoid the appearance of fraud and abuse when the department of defense buys stuff"..

I did vote for him, and I think your analysis is right. THIS is exactly the kind of idiocy that will get us a 2nd term. The obvious obstructionist hypocrisy is on full display. You can only trade in hype and hyperbolae for so long before folks become desensitized to your effort and you have to invent some new crisis to whip up the base again. Rinse, hype up to a lather, and repeat. I don't see how Trumps opponent can compete. By the time the next presidential election rolls around, assuming he doesn't shoot himself in the foot and get caught up in something real, he will have the persona of a guy who survived the full onslaught of the opposition, the winner he claimed to be the first time around... How does his challenger compete with that?
So now a tweet is the same as a petition? That's crazy! Think of the implications.
So.. What if he refuses to answer their phone call or read their paper letter, email or FAX? Is he now REQUIRED to not block any means of communicating because it's a petition?
