In Michigan I drive through a No Passing Zone that's also a School Speed Limit Zone and I still get passed while driving the posted limit. The School Speed Limit is 35MPH not the more typical 25MPH too.
When the inter-change of I696 and I75 was under re-construction, lane barriers were set up so that drivers had to commit to the lane they wanted 2 miles in advance. During that time throughput went up dramatically because the idiots couldn't lane change at the last second, when the barriers came down traffic went back to frequent gridlock at the interchange. Michigan Lefts are work amazingly well when the traffic lights are timed propperly.
I've often marvelled at how many people will pass me on a two-lane hiway when I have the cruise control set at the speed limit. On a 30 minute commute, driving 10 or 15 Mph over the limit is going to get you there about 5 minutes sooner, so you'd be better served by just leaving on time. You can make up more time than that by just timing the traffic lights

This means Switch a company that pays no income taxes, will be able to sell Disk space and CPU cycles and collect no sales taxes from it's customers, and very probably have some very sweet property tax abatements to boot from the township they're locating in return we get 400 new jobs in Michigan by 2022 and 1,000 new jobs by 2026 collectively from "the data center industry" and those numbers would be reported to the state by local economic development agencies.
They are not even sure the rise has really increased, because they are using a new measurement system, it's really difficult to measure a signal that 1/1000th of what the noise is with confidence.
