Nah, I think this is more a case of the big mommy type government trying to protect her poor innocent children (er citizens) from seeing that naughty stuff. It's been long enough ago that the current government probably doesn't feel guilty over that period of time (if they ever did) and it's much more probably that some moron decided that it would be best to 'protect' people from knowing about the naughty things in history.
This goes along with the principle that it's much better to never teach anyone about sex, at all, and avoid allowing any nudity, or sexually explicit materials (like the films we were forced to sit through in school) to be viewed, and not allowing prono in your country (or trying to restrict it) and then wondering why teen pregnancy is totally out of control. Half of it is the fact that some teens just don't know what's going to happen when they stick that little thingy into the other little thingy, and the other half is that the only way they find out anything about sex is to get together with someone of the opposite sex and go to town. The same sort of thing happens when you restrict access to materials like historical artifacts from the Nazis. If they can 'protect' you from hearing about it, you won't know it happened. Great, let's wipe that memory from humanities collective mind, that way we can garauntee that it will happen again!

What worries me about this is the precedent set by ANY country implementing something like this. Sure, some would say we are safe here in the good ol' US of A, but I say we aren't safe. Have you noticed how quick the government is to remove rights in order to 'protect our citizens' or 'protect our revenue'?
Two things here get me a little upset. First is the idea that anything free can be taxed. If they are taxing free software, does that mean that the old lady down the street that likes to hand out pies to the nieghbors will now have to collect a tax from each of the people she gives a pie to? Or better yet, once the government is taxing free things, are the people that are creating these free things ultimately going to be responsible for collecting the taxes (as in the above free-pie example). Will you get arrested if you give something to someone and don't force them to give you some money for it. When the next CueCat type device arrives will it come with an envelope that says, "You have been given this device for free, please submit your tax payment in this included envelope for $3.50" or some other ridiculous thing? I mean, lets be serious. If the government of any country is supporting this, and any other government sees it happening, they are going to be all over it in a heartbeat. "Heh, man, look at that. That countries getting some extra dough!" And that's the other scary thing. God, this pisses me off to no end, even though I don't live in poland. The government doesn't have a right to tax things that are given away in good faith. Or do I have to pay a fucking tax on the christmas presents I get this year!?
Here in Holland, they tax everything which they don't want you to do, eg Sigarets, fule, sex ect.
