After reading the documents supplied, this whole issue is not simply about "I want to take these address with me" More of an agreement made between the 2 companies. I don't think the CUSTOMER is trying to take anything here. They are just asking for assistance in the move to a new DC. I do understand that it's not easy for the provider (NAC) to be cooperate with the CUSTOMER.
The IP's have been assigned to NAC, if NAC decides to terminate the aggreement immediately then the entire CUSTOMER business would be out of BUSINESS.
I must admit they have done a great job on the hu card. But like other have posted it's just a matter of time. Or how about Dish Network.

Get a few good people, willing to share some bandwidth and setup netsaint monitors, in lets say 10 different locations. From these locations you can check smtp,http,https,dns,ping...
Also have it send an email to a mailing list, or have it send a message to some log file when ever something is down. Then have the log file parsed into a pretty web page (PHP). But of course if that pretty page is down we won't know what is down, up or flaky.

It has failed to load from multiple locations around the globe.
I thought it was for FEB ? hmmm interesting.
