One question you should ask yourself is: What test server is this? Latency is affected by many things so when thinking in terms of how many milliseconds does it take to get a response, you need to have a baseline. When my technition came to install our broadband, they used speedtest.net My latency to my closest test server is 35. If I ever saw 300 here, I'd consider that completely unacceptable for a typical advertised 10Mb wired broadband connection (cable modem, DSL).
You can also try testing when you're ethernet cable is plugged in, instead of wireless to get faster speeds and probably a slight change in latency. I noticed this with a 50Mb up and down link from Toronto, the wifi couldn't utilize that efficiently.
