Since the environmental organizations killed off most of the nuclear energy programs in the west, I guess we can lay some of the blame at their feet.

I would think it rather impossible to clean stuff out of orbit for a few reasons.
A. Junk in orbit is spread out into many different orbits. Any vehicle sent to catch something would be a one time use vehicle. "Ooo here's a multi-million dollar craft that will catch one of the many explosive bolt heads left in orbit from Apollo 8".
2. Objects in orbit are moving very fast, in the kilometers per second range. I can't think of anything that could cleanly "catch" a tumbling piece of hyper-sonic solar panel.

They are unable to change the way they do business, and the way they do business is set by Congress and the procurement agencies. The government routinely pays 5 to 10 x the street price for equipment due to procurement rules, and they can't fire non-performers.
China is on a steep learning curve. They are trying to transition from a massivly centralized controlled society where everyone works for the government. To a society where indivuals are allowed to make business decisions. The old guard allows no questioning or criticism of any authority. The new world will be far different from that. The old timers are trying to hold on to their power, and the only tool they have left is censorship of dissent.
Will censoring stop the transition? No, it will slow down the transition, and probably cause a softer and safer transition (Compared to Iraq where the opressive government suddenly ceased to exist, and sponsored anarchists are trying to take over).
The Chinese "Old Guard" are trying to form a Facist economy (where government works in partnership with business, kind of like the US social services), and that will likely happen, I think the free economy will eventually prevail and squeeze out that Facist one. The history of Socalism/Communism is of a political machine fully funding every inefficiency to the ruin of society. The remedial action is to have non-round, especially notched or U shaped moles looked at by a real Doctor.
I think the legislature just eliminated part of the preventive action. Most is thought to be caused by UV exposure with sunlight.
