Since the environmental organizations killed off most of the nuclear energy programs in the west, I guess we can lay some of the blame at their feet.

This is proxy data is from the age of early instruments, which were hand made by the slashdot crowd of the day, and home calibrated. This sparse data set is then correlated to tree rings, ice cores, and so on. The Authors state, "little weight should be placed on the accuracy of the proxy data". Of course that does not stop the Politicians from inferring tenths of degrees C on this proxy data.
Here is another tidbit I found in one paper, the averages by seasons indicate that currently warm season averages are lower, and cool season averages are higher than before 1950. This doesn't fit with the major weather influencing gas being CO2, but instead by H2O. If you've ever compared the daily differences of a desert, and a humid area, you will understand.

I've heard that for US$12,000, and voiding your warranty, you can have a Toyota Prius reprogrammed, and a large battery installed, you charge from the mains, and will travel 100 miles on a charge. Plus you still have the gas engine. But most Prius owners are not willing to make the sacrifice.

Terrorism relies on the press to sensationalize an item. The politicians volley the fear back and forth, making more and more laws for the sake of making laws to look effective. The result is that a few good laws are enforced and obeyed. Many silly laws are ignored. This leads to anarchy. Welcome to Iraq.
I would think it rather impossible to clean stuff out of orbit for a few reasons.
A. Junk in orbit is spread out into many different orbits. Any vehicle sent to catch something would be a one time use vehicle. "Ooo here's a multi-million dollar craft that will catch one of the many explosive bolt heads left in orbit from Apollo 8".
2. Objects in orbit are moving very fast, in the kilometers per second range. I can't think of anything that could cleanly "catch" a tumbling piece of hyper-sonic solar panel.

You may have your ideas, and I have mine. I was a civil servant when I was in high school, and worked for a defense contractor after college. The government is very in-efficient. They are unable to change the way they do business, and the way they do business is set by Congress and the procurement agencies. The government routinely pays 5 to 10 x the street price for equipment due to procurement rules, and they can't fire non-performers.
China is on a steep learning curve. They are trying to transition from a massivly centralized controlled society where everyone works for the government. To a society where indivuals are allowed to make business decisions. The old guard allows no questioning or criticism of any authority. The new world will be far different from that. The old timers are trying to hold on to their power, and the only tool they have left is censorship of dissent.
Will censoring stop the transition? No, it will slow down the transition, and probably cause a softer and safer transition (Compared to Iraq where the opressive government suddenly ceased to exist, and sponsored anarchists are trying to take over).
The Chinese "Old Guard" are trying to form a Facist economy (where government works in partnership with business, kind of like the US social services), and that will likely happen, I think the free economy will eventually prevail and squeeze out that Facist one. The history of Socalism/Communism is of a political machine fully funding every inefficiency to the ruin of society. The newer leaders educated in the scientific method will make decisions based on wether things work, not strictly following sanctified procedure based on the musings of a 19th century economic idealist.
