At my school, we actually did do some programming around age 7 or 8. It was just a bit of Logo and Apple Basic, not a lot, but it was enough to get me interested.
This sounds like a great idea to me, as long as they don't rub the kids' faces in it so much that they grind the passion out of them. Expose everyone to it a bit, then make it elective if they choose to continue.
