You want a Tesla car but you do not need one. You want a college degree but it does not have to be expensive. I graduated from a University that only charged $2000/yr. Now I earn 6 figure/yr from consulting and contracting.
This is just a reflection of the general culture of large corporations to hide anything that is bad for business.
"then wouldn't another option be not providing them with the skills in the first place?" You would be denying BIG Business of profits.
