There are people working the entire night at these depots (cleaners, drivers preparing their trains, technicians doing repairs etc), and they may want to be able to see something themselves... And yes, even with all these people working in the depot, they still manage to spray their graffiti. Being a train driver myself, I've seen it happening: it takes them ten minutes to paint the trains and before you manage to get the security or the police over there they're already gone (they usually just run away when someone approaches but I'm not taking that risk, and I still hope one day they manage to catch them red-handed).
