The Dutch part of Belgium (Flanders) is almost completely provided with cable-broadband-access. It was a cooperation of the government and the tvcable-owners. It is now operated by US West. So it seems Canada is not the first country thinking about all this stuff since I have this cable-connection for more than 3 years now.
On the windows platform, Network Associates did a pretty good job with their PGP implementation for Outlook/Netscape Communicator/Eudora.... I think it's really easy to use so there shouldn't be a reason for not using it. I think the only problem is that most people are unaware of things like php. I think there are two solutions for the problem:
1. Huge software gigants (Microsoft, AOL, Yahoo) need to put PGP in their e-mail clients AND their webmail programs.
2. Popular news sources (computer magazines, business magazines,...) need to publish clear articles about it with an easy step-by-step guide so anyone knows about it!
My father is a caricaturist and has just drawed Linus Torvalds. He wanted to release it to all the linux-lovers worldwide so they could print it and have a laugh. The only reason why he didn't release it is because he was afraid that GPL could not be applicated on drawings... Do you know what the solution is in this case and if GPL can be used for drawings?
uptime addicts don't like reboots :)

Maybe they can combine this technology with the dog-bots from sony? Fun will be guaranteed :)

(I still think nr.1 is the most important)
Your algorithm is pretty cool! It's soooo easy to port it to other platforms like Psion, WinCE, Linux, ... :)
While planning to release this drawing as a sort of GPL, I can't imagine he's microsoft minded :)
