In comments submitted so far, automakers have expressed concern that allowing outsiders to access electronic control units that run critical vehicle functions like steering, throttle inputs and braking "leads to an imbalance by which the negative consequences far outweigh any suggested benefits," according to the Alliance of Global Automakers. In the worst cases, the organizations said an exemption for enthusiasts "leads to disastrous consequences."
You'll see "Global" in that quote mind you. But if you look at some of the organizations, they include companies like Honda, Nissan, Kia, Hyundai, Toyota, Volvo, etc. I'm gonna just chalk this up to anti-American bias.
In a living document, the interpretation does not or should not change. If something needs to change, then the document must be amended. Supreme Court decisions regarding the First Amendment will reference Jefferson's Statute here, because it had major influence on how the First Amendment was written, particularly the Establishment Clause. The Constitution is a holy document, that's the point of it. It is above the power of any single person. If a statute, law or, ruling contradicts the Constitution then the former is invalid. If you have a problem with the historical understanding of a portion of the Constitution you need to push for an amendment.
It's actually the opposite. Game titles tend to want to hit the T rating for games so they draw from the largest pool possible. Destiny is a good recent example of a game that toned down its content to hit a T rating.

You apparently don't have a clue. FOIA requests are for public records, not private records. Her email server is a private record, so to get at it, you must have subpoena. The only hope you have with a FOIA record in this instance is that she didn't leave out any important emails. But good luck at getting anyone to willingly give up for record keeping incriminating emails.
