I have had personal experience when talking to government officals, of conversions like "With a law like this, practically everyone is going to be in violation." Their response is, "We will only be targeting the worst offenders."
This is clearly seen in the 'arrest your car' drug senario.
Our only hope is not to end up on someone's agenda and bad PR can do just that.
