There are some laws regarding the use of French in Quebec (Montreal is the largest city in the province of Quebec) but nothing like that. Yes, I'm an anglophone living in Montreal.
It depends. If the CME is headed toward the Earth, it could. Otherwise, no. CMEs are like shotgun blasts: a lot of scatter, but you still have to aim the gun in the right direction.
Our system has been around for a while and works well:
1. Memorize the letter and three digit number at your parking spot.
2. Pay at the nearest pay station using credit card or cash. (These stations always seem to be within 30 metres of any parking spot.)
3. Take the printed receipt and go. There's no need to return to your car.

Mine goes in the closet and uses a good video card (e.g. ATI Radeon 9600 XT) to drive a digital video signal through a 30-foot DVI cable to an LCD screen. Adding a wireless keyboard/mouse lets me run only one cable to my desk.
The article mentions how the developers worked "... arduous 12-hour programming shifts." This goes against one of XPs core practices: No Overtime. However, if a team is well-motivated (as these guys were), I think it becomes possible to stretch this rule. The second that their motivation wanes, they should switch back to a regular schedule.
