Says someone who's never ridden one of the #%$#ing things. Tried it, hated it.. for something that only goes 5mph they are too unruly. Give me a motorcycle.. the risk/reward is greater.
It's not the power coming from the BTS's that's the problem, it's the power coming from the handhelds. If the tower is having trouble hearing you, it tells your mobile to power up in steps to the maximum output power. Remember, just hearing the tower really does you no good, it needs to hear you as well. Now, cell phones and 802.11 have different amounts of spectrum that they use while actvie, I guess it would make a difference how the card put the power into the available band to know if it was better, or, worse than a typical cell signal.
It's tough to say exactly how cheap it would need to be, but, I'd say quite a bit cheaper than it is now. I'm still paying 10X the charge of a DSL circuit for a T1. I don't see a business in residential communities with that kind of spread.
The VPN thing is a bit confusing. If you're going to limit someones usage, what do you care what they are using it for. Unless you are planning to offer a VPN service on the system and charge extra (with some value-add), this is just silly.
As to the overall limit, I don't see a real issue. If 1/2 of the people screaming about this because "they need to download linux distros" really were, Microsoft wouldn't have 1/2 the legal problems that they do.
For all of it's fault's NASA is probably the most safety conscious organization in the US. Space travel is a very, very, dangerous endeavour, and likely will be for quite some time. It is a testament to the bravery of all these people that they know the risks involved with a shuttle flight (and I assure you they do), yet, they volunteer to go for all of us.
I agree with the comment that an LNA would be required for this to be really effective. I'm not sure if this "AMP" also acts as an LNA. I suppose if you had two AP's and were trying for a bridge config.... Although, this should be a really effective tool for jamming my neighbors cordless phone.

Difficulty of what you describe is directly related to population density.

Yeah, and without cheap backhaul it becomes a private highspeed network to where exactly?

Uh.... I think it says a blow FOR, not a blow TO. ;)
