The reason is that the global publishing companies et. al. can afford to (and profit by) contributing to the politicians that will support their cause despite what the people want.

I frequently read all stories ending up at the bottom, and then want to refresh and go back to the top.
The "Home" button worked perfect for this.
What about your license with Oracle? Will that allow such access? Their licenses tend to be restrictive about this type of thing.
