I don't think the problem isn't PHP or not, but "Web Sites"...
If you make websites you deal with people who wants websites, And everybody knows how websites are done, right? This attitude drives away any "good" developers.
So you're stuck with the one you can't or won't or just don't care... Not all developers in this area , but the majority.
If you want to write good software you need project and customers who understand what "good" means. The language is secondary,
Your challenge is finding these "good" projects.
PS: (and perhaps saying "i dont do php" shows the right attitude... just saying...)
Take away the guns. Not forbidding them.Just do not make them. Get them off the hands of people. Not only criminals, but everyone. Going a step further : include most police officers. It works, see British constables.
