All countries have procedures for licensing Amateur Radio stations. You might even get a worldwide contest scheduled where HAM radio operators get points for contacting as many "Kid Stations" as possible in a 48-hour period. There would be plenty of HAMS worldwide who would volunteer to help in a project of this sort. Amateur Radio fosters communication and cooperation. If international morse code shorthand is used, it can transcend language barriers as well.
"Looking Backward: 2000-1887" is a classic predictive SF novel. It is a Rip Van Winkle type story where a man in the 1800's sleeps in his basement and wakes in the year 2000. There are more reference to existing modern technologies here than all of the other works mentioned so far put together.
I use (among other browsers on NT 4.0) IE 5.x with IDecide and Norton Internet Security. NIS allows you to block specific ad sites, and IDecide blocks ad cookies. In IE, I usually set the Security under TOOLS...OPTIONS...SECURTY to high, which blocks java, javascript, and ActiveX. If a site does not work, I either ignore it or lower the security/blocking measures temporarily. I remember the X-camera ads, but I havent seen one in months.
I work with a site CM Planners,, and we have done a few events for children recently. Since there is not yet a mechanism for authenticating users, be they children or parents, we have relied upon the teachers or sponsors of these children to register them for specific events, and also require a paper (snail mail) registration (authenticated by the parent or sponsor) to register children for events.
WOW, this thing is the perfect solution for cycling those UPS's doing nothing under the servers.
I also have a problem with using diode strings to drop a supply voltage... I would definitely use an Honest to God Voltage Regulator with bypass caps (USD$2.50 vs $.10). I have actually blown-up chips in my face on a breadboard with this kind of kludge.
Who cold boots servers remotely anyway? I would call the cleaning crew in my building to have a live body in front of the machine before I would rely on this kind of thing.

Here's my take on TV censorship... What if I can't watch ZZZ (replace ZZZ with your favorite vice) on TV... so what? Have I lost THAT MUCH?
Here is a thought for you.. on American TV, we can watch murder, shootings, people run over by cars, decapitated, and killed in any number of impersonal ways. We can watch people denigrate, curse, abuse and treat others in the most heartless ways....

We are not allowed to watch people make love.
