I don't see where you are getting your numbers from? 5% vs. 95%? From reading the article, it seems to me that it was nearly 100% OSS usage. In the article it says they are switching over 400 PCs and that the office only employs about 1000 people, including cops AND support staff. For OSS usage to only be 5% they would have to have 8000 computers in an office of only 1000 employees.
I didn't say ALL diesels, I said diesel cars. And before I continue, I'm not even sure if I'm right or not. But if I'm not mistaken, passenger cars in California either have to run on gasoline or bio-diesel.
Since my original post, I have read that VW TDI's can run on bio-diesel. But I'm not sure if all model years, or just 2002s are included.
I recommend you look into VW's TDI engine powered cars. The turbo diesel Golfs and Jettas get 40 - 50+ miles per gallon, have more than enough power to maintain 100+ mile per hour speeds on the highway, have loads of torque to keep that 0-60 time below a minute;) and are damn nice cars, amenities and luxury wise.
Plus, they are very reasonably priced, considering the fuel savings.
