The utilities have no incentive to bury cable for 22 houses. The only way you can get high speed internet in your area is to change the by-laws of the HOA to allow overhead wiring or pay for the installation with funds from the HOA.
Sorry, but you're stuck with it and your only way out may be to sell your home to move some place else.

Give the student a complete education in math, computer languages and computer science then they can use the knowledge in many industries.
