Hrmm...one small problem with this...from my understanding of the current cloning technology...this is not like a Xerox machine for humans. That is, the clone still begins life as a the beginning, and has a standard development cycle.
So I would say that this "solution" for the government will only work with infant terrorists. Otherwise, said anarchist would be missing for the whole time it took for the clone to develop.
However, combine this cloning technology with a time machine (could send the clone to another time to develop, and bring back the full grown clone in the span of minutes), and you have something scary. Or an Austin Powers movie, I'm not sure which.
