Why do I predict this woman's plan being stifled and perhaps killed by the B.S. of what system, what hardware, and what OS to use?
I mean, I totally support Linux and all, but I don't think that it's the way to go in this situation. I would advise MacOS (as people seem to think that it's the easiest of any major OS to operate), but then I don't use it myself. And hey, Microsoft products or not, a free computer is a free computer.
Well, I suppose this is just another little file on the stack of ways that Davis has erroded the rights of Californians. Thanks to Davis, the state has many spotted and questionable human and criminal rights laws, including the Three Strikes program and a law mandating adult court cases and sentencing for individuals over the age of 12 who commit felonies.

I agree, it seems as if this idea has its heart in the right place, but (like most of John Engler's ideas) it is simply going to be too complicated to be worth the involved effort. Ahh, Michigan. First in impractical new ideas. I feel a twinkle of pride for my state.
Well, isn't that justice for you. Create laws and systems involving technology, wait for them to fail miserably enough to make an embarrassment of the government, and then get rid of them. Now when will that happen for the DMCA?

No, actually, they can't. Or, perhaps better put, they mayn't legally. They CAN do anything, just like anyone can, but it isn't legal.
The police must have a legitimate reason (outstanding warrant, saw you commit a crime) to arrest you. In certain states there are laws requiring ID, and if you don't have it they can detain you in order to figure out just who you are, but as it is not a crime(yet), you cannot be arrested for not carrying ID in any state as far as I know.
One of the greatest fears held by Civil Libertarians about national ID is that it will give the police broader rights, including the right in ALL states to force you to show them your national ID. In many states, such as here in MI as well as in IN (I'm sure there are others, but these are two I know), the police cannot force you to show or carry ID. The most you are required to do is give them your name, and if they do not suspect you of a crime or having witnessed a crime (etc.), they can't detain you just to find out whether or not you're lying, either.
