No there aren't. The City of Philadelphia is very well defined. The "suburbs" (Delaware, Chester, Bucks, and Montgomery counties) obviously wouldn't be subject to this legislation because the City Council and John Street only have jurisdiction over the city itself. Now, whether they chose to apply it just to Center City is a different story, but there are no "suburbs that are considered Philadelphia." Either you live in the city or you don't, and if you don't, this doesn't apply to you.
Penn State has its paws (ha!) in everything else in the state of Pennsylvania. Might as well start selling music... Just another revenue stream, right?

There are only so many original riffs you can come up with, people... You have to allow for re-use. You're going to see familiar melodies, progressions, riffs repeated throughout music. There just aren't enough combinations and permutations to prevent it.
Bah, the artists will just spend any extra money on cocaine and Jack Daniels. Rappers will likely substitute chronic and Cristal... but you get the idea.
Yeah, Popfile is the king. I'm at >97% effectiveness with Popfile. That's with seven different email accounts, totalling about 20-30 spam mails each day. Most of the 2% failures are false negatives. I don't think I've had but 3 or 4 false positives in the months I've been running Popfile.
I'm a little confused... I went to the Canadian gov't web site and I couldn't figure out which of these two guys is the Minister of Canadian Heritage. Can someone please clarify?
