What machine uses 200W of power!? Last I looked at a low-end machine, it was rigging up a UPS for a system with a K6-400, 384MB of ram, a 4GB hard drive, and a 14" color CRT. According to my multimeter, that used 85 watts with the disk spinning. I hardly think that you could make a system that uses more than 100W for $100, especially if you use modern processes. 50W would certainly be a reasonable goal.

2D or 3D? (Or text or something?) Are you looking to learn basic programming, etc., as would be necessary for a 2D or text game, or are you looking to learn all that plus a 3D api? The answer is different for the two cases.
Yep. It's 128MB, because that's what I could get for free in the formfactor I wanted (the stub of an IDE plug, rather than an ide->cf converter and a cf card). Along with 128MB of ram, to balance things out. No swap, of course, and none needed.
The same thing could be done with 2GB/2GB affordably today, especially if you were willing to use cf instead... talking maybe $300 total difference, probably much less. But do you really need it, locally?
Or you can do that today. My main system (which often, but not always, acts as a terminal) is a 533MHz mini-itx box, passively cooled, with a passively cooled power supply and a small solid state hard disk, all built into the cardboard box it came in. Total price was ~$250, total noise is zero.
My only complaint is that, if the monitor's off, it's entirely impossible to tell if the computer is on or off.
Yep. Libel, for example. Can't be charged with that for "helping the criminal with full knowledge of the crime to be committed". That's the point. It's the prosecutor's job to choose the law that's applicable.
I love FreeBSD as much as the next guy, but this isn't the most reassuring thing to see when you need to convince your boss that a project is well managed and likely to stick around.

Let's say you're an interface designer, and you have to assign colors to these... let's say your choices are green, yellow, and red (why!?)... how can you assign them to maximize confusion... let's make canceling red, confirming be green, and being unsure (restarting) be yellow... that's logical. Wait, let's flip them! much better!
So if google used a css extension to color words you searched for instead of modifying the page to color them, it would be legal?
Yeah, but a large, fast FPGA can easily top $10k.

If your computer screen has worse resolution than your television, now's a great time to buy a VGA graphics card! I suspect you'll want an ISA model.
