1) Require all branches of government to post ALL laws and regulations on the Internet, as ignorance of the law is no excuse, and dissemination of law would greatly assist in compliance.
2) Make government subject to all laws and regulations it enacts, be it OSHA rules, Social Security participation, financial reporting, etc.
When these two rules are followed, citizens can view government products in all their glory; and governments can feel the effects of their enforcement.
