The way I take your post is don't design everything upfront. What I get from the article is decide what's necessary, then add everything else as needed. It sounds to me to take a modular approach to the design. Build the core of the program (what's necessary) then whatever whiz bang plugin accessories later down the road that wasn't planned on that is now "essential" according to the customer or management. I don't know if you currently practice XP but it sounds like your approach and the XP method are similar in that respect. So yeah, to over simplify, modular programming with paired teams to make sure the code is right the first time, with the flexibity to add in unexpected fluff as needed... XP.

My knowledge of the WIPO treaty is limited but I do know that it is supposed to cover fair use and only squash copyright infringement for profit. The one point you fail to see is, freedom of speech is a constitutional right, the WIPO is a treaty, we can cancel any treaty we deam fit. One thing I've noticed is Microsoft is apparently front page material on MSNBC pretty frequently. Of course they are in the news but in my local paper and television (it's a pretty large metro area) they might mention MS once a week, as apposed to 12 articles a day like MSNBC if you go through all the different catagories.

To the best of my knowledge most people call them "police scanners" or just "radio scanners" and if you put down enough cash you can scan just about any frequency out there. You can even get a cheapy one down at the local radio shack, and most cell phones here have some type of transmission encryption available as a feature on their phone if you're fearful of your conversations being listened to. You can even tune into airports frequencies but they get real *#(@# pissed if you transmit on those frequencies and that *is* a crime. They really prefer kiddies stay off those frequencies and resist the temptations to guide a 747 to land on a barn. It'd be fun stuff but cows have rights too.
