Out of Microsoft's thousands of programmers, how many times do you think they went to the web and snatched code and used it as a starting point for their own work?
It scares them to thibk that they mat be caught.
Although the GPL has not been litigated in court it should be. It should be protected by US law (and other countries too...possibly the UN).
CTOs and CIOs need to understand that commercial software can be used in conjunction with Open source programs. I can write a program that runs on Linux and charge money for it. Microsoft is trying to blur this fact.
Write your congressmen. That's write -- not email. A real letter is more likely to be read.
