The main condition of this approvement -- 4 years of MySQL support & development and saving of Open Source status of this project.

Absolutely reasonably idea. I think it must be standard (like POSIX) where in government structures may be useful only software products with open file formats and network protocols or/and opensourced.
In my opinion creating new government standard (like POSIX) is the best way. Only software with open and well documented file formats and exchange protocols, or opensourced must be used in government organizations. It's may solve not only M$ problem, but will prevent software monopolization in future.
Documentation placed in RH package newt-devel in
DocBook format, but unfortunately it's not very fresh... Some trouble points was solved only source code examination:( By the way, this library have grid class now, but it's not very common for usage, and not documented, of course:).
Some times ago I worked at company which make and support traiding system for Russian markets. It's large program complex includes Linux, SCO, Informix, Postgres. Siemens POS'es was used (i386, 8 Mb RAM, bar code scanner). It's run under Linux + my drivers for specific hardware. POS soft was writed on C with ncurses and postgres libaries. You may use more powerful TI libraries now. Look to newt, for example. It's simple, have modern look & feel and included in standard RedHat distribution. It's have C and Python prog. interfaces, and graphical representation -- gnewt.
