It is an excuse to keep salaries lower than they otherwise would be (ever wonder why IT workers make less than doctors, MBAs, lawyers... if there was such a shortage?). The IT shortage was an excuse to pass laws to get cheap programmers (usually from India, China) to replace Americans via laws passed by the senate/house which were bought and paid for big tech firm lobbyist money.
