Can this momentum spread to the federal level? Perhaps by having the money given to the states with the express implication that it be used for as secure and verifiable voting device as possible?
Subsidizing those industries or companies who choose to lobby the most congress-critters is bad policy. Let the market do it's thang, invisible hand and all that.

Why pay for 200+ channels when all you really want to do is watch TNG reruns every once in awhile? If I'm not mistaken, the Digital Cable service has the capabitliy to serve only certain, user selected channels.. Paying $X.XX per GOOD channel per month makes alot more sense than $40+ for 3 good channels and 197 of crap.
