Dont you think there is too much of them. People just hate think new passwords all the time. They will make them easily guessable or write them down. They will forgot those passwords in other case. Also, your solution seems to assume that the Taliban are a bunch of intelligent guys sitting around talking. In reality they are poorly educated, highly stressed people who are sometimes half crazy, and maybe even hungry themselves.
