HP and Dell, in particular, will charge a premium for machines that do not come preloaded with Windows and justify this by claiming that the costs of supporting users with other operating systems is greater due to the preponderance of telephone monkeys being "skilled" in MS products. The companies will claim that this holds true even in the event that the alternative OS is not directly supported, as hardware diagnostics are more complicated on non MS systems. While this may seem specious, it does enable them to obey MS and insulate Redmond from further anti-trust action.
This is no more than a publicity stunt by an "entrepreneur attorney" whatever that means - I cooose to assume that it describes a litigious beast unsatisfied by the current rich pickings afforded to the legal profession, seeking to create yet more opportunity for expensive, time consuming law-suits. Do not mistake this as the law boys and girls pro-actively debating an as yet unlegislated area.
Whatever about the Windows BSOD, the virus issue has been overstated. Any financial institution that has public-facing assets that are not secured by tight firewall rulebases or air-gap type network separation and robust backend access control procedures will be the exception rather than the rule.
In the UK, most banks, in my experience, are pretty switched on as regards network security.
I do hope that the voters consider some of the seminal characters in interactive fiction - such as David Braben's Commander Jameson from the 1984 classic Elite. If it had not been for visionaries such as DB and Iain Bell, the genre would not have had such scope to develop.

Here in the emerald isle our recently deregulated national telco, eircom, has spent the last year installing Alcatel DSL gear at switch sites, then when they got wind that they might have to share this equipment with other smaller telcos, ripping it all back out again. They then learned that unbundling rules were only connected to voice on the local loop so have begun installing the DSL kit again - but still no sighof it hitting the streets.. Chin up lads, loosing post 80 is better than having SFA.
