But compiling C in some verifiable (managed) form where a runtime can verify it, your C app is now capable of travelling, running in OSes or CPUs you never knew at compile time, tested and integrated in applications at runtime (where neither you or target app knew each other at compile or link time).

IL code has all of them and you can enable them in C# in methods signed as unsafe.
