I think all students should learn to code, just like all students should learn to do algebra, or find the intersection of two linear equations, or write an essay.
But the end goal is not to make everyone programmers. The end goal is to make people well rounded, aware of how things work, because in most jobs, you benefit from understanding how computers work. And if you can code at all, you understand how they work in a fundamental way.

The problem with scalping businesses to Tennessee rather than growing your own is
a) Your state is a failure at growing businesses if you have to steal them b) This kind of stupidity results in a "race to the bottom" in regulation and taxes. Most companies and projects do not employ security researchers and specialists, not for their own code and certainly not for anyone else's, and they are not about to do so. And even if they could afford it, I wouldn't be too hopeful of the bugs actually being found. In fact, spending the time to find the bugs in the first place probably creates more vulnerability than would otherwise exist.
Obamacare didn't cause jobs to switch to full time. It was a prediction but it didn't come true because health insurance isn't the only expense versus going part time.
