Ever set up a second DHCP server on a network that is already served by DHCP? Or are you suggesting sysadmins be not allowed to use DHCP?
Samba can cause the same problem. If you set it as the master for a certain workgroup (a 1-line configuration file mistake), it will cause serious grief on the Windows machines.
My experience has shown that whenever you're using a broadcast protocols, it's quite easy to mess everything up. --------
