I was looking for a laptop last year and settled on an Acer Travelmate 340T, and everything is still running nice and smooth. A couple of weeks after I bought it I discovered the website http://www.eurocom.ca. They specialize in custom built laptops and seem like a very decent service.
This seems all like a big ploy for little ol' M$ to "convince" people to use their operating system and/or not use the tools on the operating system you want in the way that you want. I haven't heard of any cases where WINE has been used to run IE.
Think about it. This method makes it difficult for anyone lazy or uneducated enough to break through their censoring scheme. You have to know that you can change what your browser says it is, how to change it and go about changing it. M$ is essentially saying "I censor you because you use my competitors software".
